A friend of mine has a red maple in zone 9A, and it's developed black spots on it's bark. It's already lost a limb and is looking really bad. Any ideas what this is and how it's treated. I'm curious if it's a cancker. Thoughts?

That is treated with basal pruning.
It looks like that tree has a multitude of problems, including borer damage. There is so much damage/decline evident in those photos, that no "treatment" will make any difference.
Cut it down, and start over.
