My cousin in Illinois posted this little fellow's pic and so far, nobody knows who he is. I tried finding info on molting insects, regular bug ID sites, and he just doesn't fit in. Help.

It's a type of leafhopper (family Cicadellidae) known as a sharpshooter. It might be Oncometopia nigricans - http://entnemdept.ufl.edu/creatures/fruit/sharpshooters/sharpshooters13.jpg
