I am sorry that the photo is not very clear. I was focusing on the Rose of Sharon bloom buds and I didn't see the insects in my viewfinder. I used to know what they are; however, I have forgotten their ID. Any help is appreciated.

These are aphids (aka plant lice). The white ones are just the shed 'skins' of those that have molted. You can wash aphids off with a strong stream of water from a garden hose, or use an application of an insecticidal soap if they become a serious problem.
