What an odd-looking male spider, I do not believe that I have ever seen anything quite like it; possibly an orb weaver, certainly nothing dangerous...

I now believe that this is a male pirate spider (family Mimetidae); likely Mimetus puritanus - see https://www.marylandbiodiversity.com/viewSpecies.php?species=6554
These spiders prey primarily on other spiders...
