The image is not clear enough for a positive identification, but at least I can see that it is not in the family Uloboridae, the only family of spiders that lack venom glands, so yes, it technically is venomous. That aside, it also is not a species whose bite/venom would pose a threat to human health. Please see the 'sticky' on spider bites at the top of this forum.
