Baby sparrow was found on floor below its nest. This insect was also present there. It looks like this insect suck blood. Is it larva of some insect? Was it sucking blood out of baby sparrow?

It looks like some type of leech. They do suck blood.
This is a larva (maggot) of a muscoid fly; there are at least a few species that will feed on blood/tissues of nestling birds - see http://www.darwinfoundation.org/datazone/checklists/static/photos/species/display/3-larvae-in-bird-JOconnor.jpg for an image.
