This was found, in a friends yard in New York, by an old tree stump that decayed.
Can someone tell me what it is please.

Could be an earwig.
You must be fairly close to water, as this looks like a hellgrammite, the larva of a dobsonfly. These larvae are aquatic, but when mature, they crawl out of the water in search of a safe (and moist) place to pupate, often under a log, tree stump, or similar object.
