Last fall planted a Tulip Poplar (Liriodendron tulipifera), in the Spring it appeared to sprout, but didn't. Instead I have a branch sprouting on the bottom of the trunk (not out from the ground like a sucker)... nothing from there upward...Should I return this tree for replacement OR will this developer into a full tree.

Suckering from the base is a young tree's way of recovering from whatever killed its original trunk/branches. That is a sign that the root system is functioning, and the plant is trying to grow.
Can't answer for whether you return this plant or not. This plant is trying to grow, and if it were mine I would let it grow.
