Baptisia not blooming

My 10 year old Baptisia Austalis hasn't bloomed for the last three years. I have done nothing different to it. I don't fertilize it, or do anything to it other than leave it be, remove the old foliage in the spring. The first sign I noticed was weak blooming, then the last two years, nothing. SW exposure, plenty of sun, zone 6 (formerly 5b). I haven't called my extension office yet. My master gardener friend said perhaps our winters haven't been hard enough recently. I'm thinking of trying to remove it and replace it with Amsonia hubrichtii. Ideas?

Well, the Amsonia would be great. But, I'd suspect it's missing something. I'd try a bit of fertilizer with a high middle number.

Raleigh, NC(Zone 7b)

Baptisia don't really need cold winters (most of them are considered hardy from zone 4a - 8b). They do well in my area that's zone 7b/8a. It looks to me like it might be getting too much nitrogen... I see a lot of very tall foliage. A soil test would be helpful in diagnosing the cause of the problem. If there's a nutrient imbalance, any replacement plant would likely have the same issues.
