Help with radishes

This is the second year I have tried to grow radishes from seed in a cold frame. I planted seed in late February and the radish tops are lush, green and very healthy; but there is just a tiny root that is shaped like a carrot. I used pelleted seed and was careful not too plant too close together. I used a little Dr. Earth fertilizer at planting. What am I doing wrong?
