I live in a hill and we've noticed recently that these little bugs are all over the place. Trying to figure out what they are so we could get rid of them. Any suggestions or wisdom would be appreciative.

These appear to be nymphs of a bug in the superfamily Lygaeoidea, possibly dirt-colored seed bugs (family Rhyparochromidae). Those are nuisance pests that do little if any actual harm.
Awesome. Thank you for at least telling me what they are. They're driving me nuts cause they're all over the place outside. Are there any repellents i could use?
I am unaware of any effective repellent; about all I can suggest is using a contact insecticide registered for homeowner use in California.
Are there any that can recommend?
Your best bet is to check with your county extension service office.
