I am new to growing ornamental grasses and have a question. I assume 1 seed = 1 plant stem so for a clump one needs to plant multiple seeds, is this correct? Any help appreciated. Specifically looking at the following Elijah Blue (Festuca), Indian Summer (Carex testacea), Muhlenbergia capillaris varieties, Pennisetum varieties, and Foxtail Barley (Hordeum jubatum)

That is NOT correct.
For each seed, you will get one stem as a seedling. The grass plant then develops as a clumper or runner, depending on the species, as it ages. Each will have more and more stems in the clump (or more stems along the runners) over time.
I think all the species you listed are clump forming types.
