This tree flowers first in the spring then the flowers die off and there are little red berries about the size of a cherry the rest of the year on it. Can someone tell me what kind of tree it is.

That's a Flowering Crabapple (Malus hybrid), a common ornamental small flowering tree in many parts of the eastern and midwestern states.
There are more than a thousand named varieties of Flowering Crabapple, so naming yours exactly may be difficult. There are fewer reddish/purplish leaved selections - some common ones are Prairifire, Robinson, Royal Raindrops, among others. Modern selections are generally made based on high resistance to common diseases, abundant flowering, form, and small persistent colorful fruit.
You could check at a local garden center or nursery to see what selections of Flowering Crabapple are available in your community.
