I can't bring everything in for the winter-- even though it sometimes gets to below zero out there. I WILL wrap the plants in heavy gauge transparent plastic (forming a perimeter around the plant/bush, not directly on it) to help protect against the wind. But they need more than that -- I'm looking for a heater for my balcony plants that will not blow a fuse-- this apartment bldg. was built in 1959. There is a 3 prong outlet built into the bricked part of my balcony.

You can try a cube heater with a fan. They are small but powerful. No guarantees you won't blow a fuse. It depends on what else is on the line. Your biggest challenge is having enough air space surrounding the plant/s to create adequate air movement for even heat and control of ambient humidity. Those two criteria are essential for healthy, disease free plants. If you are creating a mini-greenhouse zone try attaching a layer of bubble wrap under the 6ml plastic. Also, a piece of indoor/outdoor carpeting (or several) will slightly insulate the concrete or brick floor.
