I found this on my jacket today it was lying at my new apartment complex.

I noticed it later, but only found one so far.

What ever it is, is there any way to eliminate it if there is a mass amount of them?

This is a true bug of some kind (order Hemiptera; suborder Heteroptera); possibly a bed bug - see https://entomology.ca.uky.edu/ef636 for very detailed information on these pests.
