Mysterious, tiny, horse-shoe shaped bug, segmented at the end with a cotton-like tail spotted on Chive plant.

It's a nymph of a planthopper (superfamily Fulgoroidea), possibly in the family Issidae - http://zureen9.blogspot.com/2015/06/house-of-hoppers.html
