CLOSED: black/yellow/white bee? wasp? fly?
It's a bee in the family Megachilidae; looks like a European wool-carder bee (Anthidium manicatum) - http://www.cirrusimage.com/bees_Megachilidae_Anthidium.htm
Note that the yellow markings on the abdomen may show considerable individual variation...
Thanks Flapdoodle, it certainly does resemble a European Wool-carder Bee.
