I shot this in the garden today, slender and quite small. What is that white thing at its back and on the tip of one antenna? Which is this insect, a fly?

It looks like an ichneumon wasp of some kind.

Indeed. It might be in the subfamily Cryptinae - see http://indiabiodiversity.org/observation/show/396764 for an example.
