It's an orb weaver in the genus Argiope, likely Argiope aurantia, a very common, widespread and harmless (to humans) species - http://www.spiders.us/species/argiope-aurantia/#more_pictures

Thank you! I found it in my grill, specifically there was a cocoon like thing from dirt on top of the valve on my propane tank. When I brushed it away there were 3 or so in there. None alive.
