Every summer when the weather is hot and we've had little to no rain, these dangling spider sacs/insect eggs (?) appear. They are suspended on a web-like, horizontal thread, and can be found between plants, on low branches, and even on inorganic materials like bricks. The dangly part is about 3"; the horizontal web varies in length. It is very difficult to get a good photo, but I hope someone will be able to identify these bugs and let me know what to do about them, if anything. The dangly part in the photo got caught up in the horizontal web because I was using a piece of white cardboard as a backdrop and accidentally moved in too closely.
