Can someone ID these soil dwelling crawling things that seem to be eating roots of Heuchera and other ornamentals? I live in southwest corner of Washington State. How can I get rid of them?

These are flat-backed millipedes. The vast majority of these are scavengers on decomposing organic matter (in your case, they could be feeding on root tissue that already was dead or dying from some other cause), but some species can damage very tender vegetation, such as in greenhouses.
