Im usually scared of insect and im seeing this one for the first time, i never saw something like it, so i just want to know what is it and is it rare?

It's Rosalia alpina, a long-horned wood-boring beetle in the family Cerambycidae. Appears to be declining in numbers - http://www.kerbtier.de/Pages/Themenseiten/enRosalia.html
