Please help me identify these bugs/spiders. I am from Columbus, Ohio and these insects are on my dayliliy plants. They are numerous and are primarily on the stems. A person from the local garden store thought they were a form of spider but was not sure. They are about 3 mm in size and when touched, they jump about a foot away. Most have the white fluffy stuff coming from their bottom.

These are nymphs of a planthopper (superfamily Fulgoroidea); possibly in the family Acanaloniidae - http://www.pbase.com/tmurray74/image/101962194
The 'fluff' is a waxy secretion manufactured by the nymphs.
