For the second year in a row my rose bushes develop spots on the leaves and the roses die before they open. I saw some aphids early in the season and treated with neem oil, but they still seem to be dying.

What\'s wrong with my roses?
I am no expert in roses, but through searching, I wonder if it is black spot. I hope someone who knows roses will verify or correct me.
A couple of links I found may help:
http://www.extension.umn.edu/garden/yard-garden/flowers/rose-diseases/ --looks like fall cleanup hinders the overwintering fungi.
http://www.hgtv.com/design/outdoor-design/landscaping-and-hardscaping/natural-products-to-keep-your-rose-garden-safe -- Scroll about halfway, and there are some natural methods of prevention.
It definately looks like black spot, but I don't know if that would cause the flowers not to open....that could be due to thrips.
