What\'s wrong with my roses?

For the second year in a row my rose bushes develop spots on the leaves and the roses die before they open. I saw some aphids early in the season and treated with neem oil, but they still seem to be dying.

I am no expert in roses, but through searching, I wonder if it is black spot. I hope someone who knows roses will verify or correct me.

It definately looks like black spot, but I don't know if that would cause the flowers not to open....that could be due to thrips.
