Nice lacecap flowers on that Viburnum.
Unusual habit on that one - maybe chalk it up to youthful exuberance.
That's a Doublefile Viburnum - Viburnum plicatum f. tomentosum.
For more images of this plant's behavior, look up examples like 'Shasta' or 'Mariesii' as they are quite commonly grown.
