Best way to apply compost juice to my garden

Hello. I have a compost tumbler with a spout to drain compost tea and remove the moisture. Do I use the liquid that comes out of the spout to make compost tea? If so, do I brew it in water with an air pump without using a "tea bag"?

I know this is an old thread but i would imagine if you are just using the liquid you could mix it with some water and put an air pump in a 5 gallon bucket. I've been making compost tea now for a few years now if you have any questions feel free to ask.
