My bamboo has been sitting in the same place and kept watered for a year now. It consistently grew new leaves, each bigger than the last. Now my two newest leaves are drooping. Is this normal? Should I be concerned?

I think it is time to pot up your "Lucky Bamboo" (not a real bamboo, it is a Dracaena species). It likely has some nutrient deficiency now from growing so long in plain water. After you pot it, let it get used to the new environment for a week or two before fertilizing.
