I suspect this is a Madrone Tree (Arbutus menziesii), which are native around here, but usually they seem taller, much more open and straggly, and leaves bigger. Plus the Madrone usually are on more of a hill near a beach, rather than in the sand at the very edge of the beach. There were several scattered there, with no other trees at all. But if not Madrone, then what is it? They are in a park, but there are beach houses very close by, so somebody could have planted an ornamental exotic.
