I hesitate to Attempt a firm i.d. without being able to see the wing venation, but one possibility is something in the family Lonchaeidae - http://www.pbase.com/tmurray74/image/156952758
Yes. This does appear to be a Lonchaeid. These commonly are called lance flies.
