There are many of these red insects(?) on my hibiscus, which I am overwintering indoors.
Is it feeding off the plant?

These look suspiciously like nymphs of the hollyhock/hibiscus thrips, Liothrips (also known as Pseudophilothrips) varicornis - see http://citybugs.tamu.edu/files/2014/08/IMG_8334_sm.jpg for an image and http://www.hiddenvalleyhibiscus.com/care/thrips.htm for some control suggestions.
