I think that used to be a pepper plant. I see green on one side. Is that attached to the rest of it?

Cut off the dead part and give it some water. Or re-root the green branch.

Pepper plants like full sun. The hotter the pepper the more sun they take. (bell peppers are shade plants in my area).

Peppers are tender perennials. That means they will live year after year if protected. You don't have your location listed so I don't know if winter growing is an outside thing or an inside thing for you. I start my peppers in the garden but in the fall, I transplant them to pots and move them to my greenhouse for winter.

It would be helpful to post your location. Less guessing and more good info that way.
