This is an evergreen tree in Oregon with very smooth bark and leaves that are in a circular pattern.
What kind of tree is this?
I think we need some closer photos: leaves, trunk, twig and branch attachment....
Pacific Madrone (Arbutus menziesii) fits your description, and maybe even your image...
