Is the slimy blob an egg case or defense? Is this even a bug?

These are larvae of a leaf beetle (family Chrysomelidae). The larvae of quite a few species in this family use their own fecal material as sort of a protective shield. See http://thebuggeek.com/tag/fecal-shield/ for some other examples.
