Largest plant database in the world?

Dave's Garden asserts that PlantFiles is largest plant database in the world, with 217,995 entries, and 374,489 images.

The All Things Plants Database asserts that there are 677,633 plants, and 359,545 images in their database. That is around 3x the number of plants.

By which metric is Dave's Garden's database larger? Or is the other database fudging numbers?

(Trying to figure out which to contribute to.)
