This appears to be an orb-weaving spider in the genus Cyclosa - see https://c1.staticflickr.com/9/8805/17935232146_eb4abc045e_b.jpg for another example. Spiders in this genus often are called trashline orb weavers because they typically leave remnants of their victims hanging in their webs - see http://waynesword.palomar.edu/images/spifig1b.jpg for an example.
