Every year, I see these things flying around the yard, just about the grass. I've never seen them up high and don't have any visible nests around the house eaves, etc. Can you tell me what type of wasp it is?

Just from your info, that they seem to stay low, I wonder if they are one of the ground nesting species? There are quite a few. Usually solitary. At this time of the year they are producing the next generation, which will overwinter somewhere, then start new nests in the spring. That is why you may be seeing more toward the end of summer.
