Description: 1/3 to 1/2 inch tube-like structure. I'm guessing it's a protective case and inside is a moth larvae (like a casebearer). They don't seem to cause damage to the plants—unsightly though. I also find them attached to outside furniture, etc.

I am sorry no one responded. I am just learning insects and didn't want to try and steer you wrongly. I would suggest you post this at BugGuide.org. They either are really quick, or it can take awhile. I posted something over there two weeks and not had a reply yet. It's all volunteers, like here.
No problem Chilly, I'm just surprised because I thought this would be an easy one for some reason :)
I suspect that these could be cases of caterpillars of tiny moths in the family Coleophoridae - http://www.discoverlife.org/mp/20q?search=Coleophora+hemerobiella
