I need help identifying this beetle. It was about an inch and a half long and it has a wide front head, kinda looks crabbish. It was about an inch and a half long. Maybe a little larger. It has a black and brown shell but with green thorax. The legs look pretty green too. Any help would be much appreciated.

This is an annual/dog-day cicada in the genus Neotibicen.
