Couple years ago (2013) I planted a few Knockout roses in front of my house that receives afternoon sun...they grew well in 2013...looked great last year (2014)...but this year is a different story...we had a good bit of snow in Spring this year way before things were growing and I piled the snow high along the walkways and on the dormant Knockout Rose bushes and figured that the slow snow melt would provide good water into late Spring when things started to grow....its now late July and two mature Knockout rose bushes have yet to come out of dormant stage (others in the yard are OK)...these are hardy plants and I figured if anything that the deep snow would protect them and provide moisture...is it possible that they are dead?
Knockout Roses are doing nothing this year...
I would say anything that hasn't emerged from dormancy by now is dead for sure. KO roses can be a little funny in that sometimes they have stem dieback but usually the plant will regrow from the base. There could have been a variety of things that happened to your KO roses but the main point now is those two are likely to be dead.
