I see these around all the time, but don't know the name. What is it?
Also, can anyone ID what it's eating? This was in Plymouth, MA.

It's a robber fly (family Asilidae); see http://www.pbase.com/tmurray74/image/31397174 for an example. I cannot tell whether it has a beetle or a bug in its grasp...

The barb at the end of the abdomen is for laying eggs, correct?
Yes. This can be quite long in some species. The tip of male abdomens often (but not always) is blunt to bulbous; see for an example.
