Not sure if this is an aphid or fungus gnat thing. Can some one help? Also looking for a natural way to kill them.

Looks like a type of springtail (order Collembola) that is very unlikely to harm your plants. These primarily are scavengers on decomposing organic matter...
Well they jump around and appear to fly i think.... They like to sit on leave and are running around in the soil.
