I've found these tiny, tiny black bugs on my pepper plants. Too small to photograph. They are sort of on the long side and definitely have legs (but you can barely see them). Sometimes they hold their butt up like a scorpion. They move somewhat fast like a centipede or silverfish but they are so so tiny in comparison (more like the size of a deer tick, but long rather than round). Also, they aren't swarming. I found maybe 3 on one plant today and they were not hanging out together.

PS. the buds on my pepper plants are yellowing and falling off. I don't think this is related to the bug, though. I am assuming it is either because the plant is too small for the number of peppers it has, or I wasn't giving it enough water.
Sorry if this isn't enough information, but think of it as a good challenge :)
Tiny long black bugs
These sound like thrips (order Thysanoptera) - see http://entnemdept.ufl.edu/creatures/ORN/THRIPS/cuban_laurel_thrips03.jpg for an example. Black ones often are predators on other tiny insects; some paler species can cause damage by their feeding and/or vectoring viral diseases of plants.
