Hi, I planted my first rose bushes, Belinda's Dream, last summer. They are only about 18" tall and one has white spots on its leaves. Not sure what to do.

That is some really hungry bugs!
It is hard for me to make out the speckled sort of problem over many of the leaves. Can you take another picture with just one or two leaves really close up and clear?
Often this is a small bug that is sipping the juice out of the plant by poking a specialized mouth part into the leaf.
Other problems:
Almost perfect circles cut out of the edges of the leaf is often Leaf Cutter Bee. They do not usually do enough damage to harm the plant. Interesting little insects, actually.
Holes in the middle of the leaf is something else.
I wonder if the speckled problem is spider mites?
