Eastern Redbud trouble

I planted an Eastern Redbud about a month ago. Right after we had record rains for May in the OK area - so I did not water during - or about a week later.

Sunday I noticed it looked rough so I put a good 10 min soaking on it. Can someone tell me if these spots are signs of over / under watering? Or do I have another issue?
