Found it on a leaf on my pepper plant in my garden.. What is it? HELP!

This appears to be a clavate tortoise beetle, Plagiometriona clavata. They feed primarily on plants in the potato/tomato/pepper family, but do not appear to be serious pests. See http://edis.ifas.ufl.edu/pdffiles/in/in71000.pdf
