What are these things on my leaves? Yikes!

looks like some species of cotton scale....really nasty. you need to spray with a light summer oil to suffocate them...or try liquid castile soap and water. that will do it.

Assuming I am right in my id, I would get a liquid systemic (Bayer makes several effective products) and drench the root system as directed on the label. I think I would look for one with Imidicloprid as the main ingredient. It should work for any type of scale. Yours aren't fixed scale, they are the crawling kind.
Someone else here will know the correct terms.

These appear to be cottony maple scales, Pulvinaria innumerabilis. They do not appear to cause serious harm to mature/established trees.
