Is this an adult or a larvae of some kind?

This is a mayfly (order Ephemeroptera); it might be a stage called a subimago - this is what emerges from the exoskeleton of a mature nymph. It flies a short distance from the water, then molts again to become the true adult (imago). Mayflies are the only insects we know of (so far, anyway) that molt once they have wings.
