Location: Marinhais, Portugal

Also seen in a nearby town. There are a lot of rice fields in the area.
This photo was taken at 7 a.m, but I also saw one flying mid-afternoon.

It looks like some kind of mosquito/wasp hybrid.

It's a harmless crane fly (family Tipulidae) in the genus Nephrotoma -
