I CAN NOT submit a picture

I don't know where to ask. I have probably tried 25 time to up load a picture to get a tree identified. I don't even get the option to pick one to upload with Firefox. With I.E. I get "internal error" every time. Who do I ask for help or what is going wrong?

The picture is saved on your computer's hard drive (or with the pictures on your "device") and then you click on "choose a file" in the message box. That takes you to a screen where you see the different places in your computer it might be. Mine goes to "Pictures" but you could also see devices that are attached like a phone or an external hard drive. Then you click on the picture you want to upload.

The reason I, who barely gets it, am trying to explain is because I had such a hard time learning to upload pictures, and I still have a hard time finding the picture I'm looking for.
