These pics have been sitting around for almost a year. I can't believe I forgot about it. This was in a neighborhood traffic island and hosted many noisy birds if I remember correctly. What is it?

So this isn't even a tree; it's a vine. Is there a tree underneath it all in these pics or is the vine so profuse it just looks tree shaped?
